Heat a large skillet on medium heat and add the sausage. With a heat resistant spatula, break apart the sausage into bite-size pieces. Stir.
As the sausage cooks, add the sliced onions and bell peppers.
Drizzle half of the olive oil over the sausage mixture and stir. The turkey sausage tends to cook on the dry side so olive oil is added to it while it's cooking.
To the pan add red pepper flakes, pepper, oregano, and salt. Stir together.
To the pan, add cut tomatoes, water, parsley and stir. Add the pasta and gently stir together.
Top with slices of mozzarella cheese leaving space in between each slice. Add teaspoons full of ricotta cheese in between each slice of mozzarella.
Top with the remaining olive oil and parsley. Sprinkle the parmesan cheese on top.
Cover the skillet with a lid, turn the heat down to low and let simmer until the mozzarella cheese melts (about 5 minutes).
Garnish with ground black pepper and chopped parsley.
Serve right away while warm.
